খন্ড ২, সংখ্যা ২, ডিসেম্বর ২০২২ সম্পাদকীয় সমকালীন মানবজীবনে বিগত দশকের শেষ তিন-চার বছরের অর্থাৎ ২০১৯ পরবর্তী সময়ের মতো কঠোর, শাসরুদ্ধকর ও দ্রæত আর্থ-সামাজিক-রাজনৈতিক পট পরিবর্তনশীল প্রেক্ষাপট খুব কমই এসেছে। এই সময়ে মানুষের চিরচেনা অনেক রূপ ও বাস্তবতা অদৃশ্য হয়ে গেছে শ্বাসরুদ্ধকর গতিতে—কোভিড-১৯ ভাইরাসের অপূরণীয় ক্ষতি কাটিয়ে উঠতে না উঠতেই রাশিয়া-ইউক্রেন যুদ্ধ আর একই সাথে বৈশি^ক অর্থনৈতিক মন্দা এবং এই ভাইরাস অভিঘাত-যুদ্ধ-মন্দা চলাকালেই পৃথিবীর নানা প্রান্তে যুদ্ধ-দ্ব›েদ্বর পাশাপাশি নিপীড়িত ও শোষিত মানুষের বিরুদ্ধে সা¤্রাজ্যবাদী শক্তির আধিপত্য টিকিয়ে রাখার প্রাণান্ত চেষ্টা, প্রযুক্তির অধিকতর উৎকর্ষতা এবং বিশ্বব্যাপী পুঁজির পরিবর্তন একই সরল রেখায় নিরলস গতিতে ছুটে চলেছে। সব মিলিয়ে একদিকে পুঁজিবাদী অর্থনীতির শোষণ-শাসনের পাকাপোক্ত রূপ ও সাম্রাজ্যবাদের কদর্য চেহারা, অন্যদিকে জ্ঞান‑বিজ্ঞানের ক্রমবর্ধমান উৎকর্ষতা—দুইয়ে মিলে বিশ্ববাসীর সামনে বর্তমান হয় নতুন এক বাস্তবতা। জটিল ও কঠিন এই বাস্তবতার সামনে দাঁড়িয়ে মুক্তির পথ অন্বেষণ এবং দিকনির্দেশনা পেতে বাংলাদেশ অর্থনীতি সমিতির নিয়মিত কার্যক্রমের অংশ হিসেবে প্রকাশিত হলো গবেষণা আলেখ্য— ‘বাংলাদেশ জার্নাল অব পলিটিক্যাল ইকোনমি’ খÐ ২, সংখ্যা ১, ডিসেম্বর ২০২২। অর্থনীতি ও সামাজিক বিজ্ঞান শাস্ত্রীয় একদল চিন্তক ও গবেষকের শক্তিশালী লেখনিসমৃদ্ধ এই সংখ্যায় বেশকিছু উচ্চমানের নিবন্ধ ও পর্যালোচনায় মানবসমাজের উন্নয়ন তত্ত¡, শিক্ষা, নীতি ও অনুশীলন কৌশল বিধৃত হয়েছে, যা সমকাল বিচারে কালোত্তীর্ণ ও অত্যন্ত গুরুত্বপূর্ণ। কেননা কোভিড-১৯ মহামারির অভিঘাত, বৈশি^ক অর্থনৈতিক মন্দা, যুদ্ধ—এসবের ক্রিয়া-প্রতিক্রিয়ায় বাংলাদেশসহ সমগ্র বিশ্বই আজ মহাবিপর্যস্ত। মানব ইতিহাসে এর আগে কখনো একই সাথে অর্থনৈতিক মহামন্দা, যুদ্ধ ও মহামারি ও শক্তিশালী গোষ্ঠীর আধিপত্য টিকিয়ে রাখার প্রাণান্ত চেষ্টা পরিলক্ষিত হয়নি। সভ্যতার চরম এই সংকটে বাংলাদেশের মানুষের আর্থ-সামাজিক-রাজনৈতিক জীবনও কঠিন এক বাস্তবতার সামনে এসে দাঁড়িয়েছে, যা এই সংখ্যায় প্রকাশিত বিভিন্ন লেখায় ফুটে উঠেছে। এসব লেখনি আমাদের চারপাশের ঘটে যাওয়া সময়ের জীবন্ত এক সাক্ষী, যা শিরোনামেই স্ব-ব্যাখ্যায়িত: কোভিড-১৯ থেকে শোভন সমাজ, বাংলাদেশের প্রান্তিক পেশাজীবী মানুষ—কৃষক-শ্রমিক-প্রবীণ-নারী-শিশুর ওপর কোভিড-১৯ এর প্রভাব এবং তা থেকে উত্তরণের উপায়, দারিদ্র্য পরিস্থিতি ও কোভিড-১৯ মহামারি, কোভিড-১৯ ও স্বাধীনতার সুবর্ণজয়ন্তীকালে বাজেট, কোভিড-১৯ ব্যবস্থাপনা ও শিল্প-সংস্কৃতির অর্থনীতি। একই সঙ্গে রয়েছে বৈশ্বিক স্তরে পুঁজিবাদী যুক্তির চ‚ড়ান্ত প্রকাশের অবশ্যম্ভাবী ফল—কালোটাকা ও অর্থপাচার, বাংলাদেশে দুর্নীতির রাজনৈতিক অর্থনীতি এবং ভ‚মি আইন বাস্তবায়নের সমস্যা, বঙ্গবন্ধুর দর্শনতত্ত¡ ও তার প্রয়োগ-সম্ভাবনা, বঙ্গবন্ধুর অর্থনৈতিক ভাবনা প্রভৃতি। বহুমাত্রিক বিপর্যয়ের সামগ্রিক ও গভীর ব্যাখ্যা-বিশ্লেষণ এবং আশাবাদী উপলব্ধির প্রতিফলনসমৃদ্ধ এসব লেখনি প্রকৃত অর্থেই একটি বিশেষ কাল ও সময়ের বিস্তৃত আলেখ্য, যা নিশ্চিতভাবেই পাঠকদের চিন্তায় খোড়াক জোগাবে, নীতিনির্ধারকদের কর্মপন্থা ও পরিকল্পনা প্রণয়নে সহায়তা করবে—সর্বোপরি আমাদের বিবেক চেতনায়নে তাড়িত করবে। বাংলা ভাষার এই জার্নালে গ্রন্থিত প্রবন্ধ ও পর্যালোচনাসমূহ যথারীতি পর্যালোচিত এবং সম্পাদকীয় পর্ষদের অনুমতিসাপেক্ষে প্রকাশ করা হলো। নির্মোহ তত্ত¡ ও তথ্যসমৃদ্ধ প্রবন্ধ ও পর্যালোচনাসমূহের জন্য লেখকদের কাছে আমরা কৃতজ্ঞ। সম্পাদনা উপদেষ্টা কমিটির সম্মানিত সদস্যবৃন্দ, সমিতির সম্মানিত সদস্য, কার্যনির্বাহক কমিটি এবং শুভানুধ্যায়ীদের জন্য রইল আন্তরিক ধন্যবাদ। আশা করি, পাঠকেরা ‘বাংলাদেশ জার্নাল অব পলিটিক্যাল ইকোনমি’র চলতি সংখ্যায় প্রকাশিত লেখনিসমূহ উপভোগ করবেন এবং আলোকিত মানুষসমৃদ্ধ বৈষম্যহীন শোভন বাংলাদেশ ও বিশ্ব বিনির্মাণের বহমান লড়াইকে আরও এগিয়ে নিয়ে যাবেন। আবুল বারকাত সম্পাদক, বাংলাদেশ জার্নাল অব পলিটিক্যাল ইকোনমি সভাপতি, বাংলাদেশ অর্থনীতি সমিতি, ঢাকা।

The contemporary world is governed by a small fraction of people and policymakers. This age is characterised by many things detrimental to the existence to organised human society. These include rising inequality (wealth, asset, income, health, education), multidimensional poverty, various forms of fundamentalism and extremism, war and war-like situations, weaponisation of economies, climate catastrophe, artificial intelligence, and financialisation of the economy politics, unjust globalisation, authoritarian regimes, xenophobia. For her existence and progress, the organised human society shall enaeavou to do everything to eliminate all the above-stated. In doing so, we must search for things detrimental to the existence of organised human enlightened persons and institutions who will stress a new arena of building a decent society and explore how to develop a unique way of resisting the assaults of those who think for the ordinary people and accordingly mould the ideas of transforming human deprivation into humane development and related activism. Interlacing more implicative ideas and writing with a deep understanding argues for a compelling and compassionate study of the ground realities that will rightly shape the course of human development history. We are hopeful that this journal will help monitor the current global debates in development thinking and practice from a broad-based interdisciplinary perspective. Besides, it will keep arduous and interested writers in touch with the cutting edge issues of lasting human development, thinking action and sound strategies. More importantly, we are confident, the papers are censorious, innovative, and thought-provoking, written with the best endeavour by a galaxy of eminent scholars and young, dynamic and talented authors. This journal, as expected, will be an essential resource for social science faculties and research institutions, international development agencies and NGOs, policymakers and analysts, graduate teachers and researchers who have always intended to build up a decent society.
