Qazi Kholiquzzaman Ahmad Ph.D

An economist and development thinker and practitioner, Dr Qazi Kholiquzzaman Ahmad is currently Chairman of Governing Council of Dhaka School of Economics (DScE), which is, a constituent institution of the University of Dhaka and is devoted to both post-graduate and undergraduate studies in economics and related subjects. He is Former Chairman (November 2009 to September 2023) of Palli Karma-Sahayak Foundation (PKSF) and, under his leadership, the PKSF promoted human-centric, multidimensional, integrated approaches to enable the poor and disadvantaged peoples of Bangladesh touched, to move out of poverty and on to sustainable development pathways. A brief resume of selected present and past major responsibilities and achievements of Dr Ahmad is scripted below.

A participant in the Bangladesh War of Liberation in 1971, he worked in the Planning Cell of the then Bangladesh Government-in-exile.

He is the Coordinator of Bangladesh Climate Change Negotiating Team at UNFCCC since 2009. He actively participated as a Bangladesh Representative to the UN Open Working Group (OWG) on Sustainable Development Goals (SDGs), having earlier played a key role in providing Bangladesh inputs on SDGs to the UN. The Sustainable Development Agenda was adopted by the UN on 25 September 2015 and is being implemented throughout the world including in Bangladesh. To support the best possible implementation of the SDGs mobilizing people’s perspectives and initiatives, Dr Ahmad has set up, under the stewardship of PKSF, People’s Voice: Strengthening the Implementation of SDGs. This is already shaping up to be an effective framework, working in close cooperation with the Government.

Dr Ahmad is also the Chairman of the National Anti-Tobacco Platform. Harmful effects of tobacco on human health are now well known and is probably the only legal product that kills people. Yet tobacco use is increasing and so are diseases and deaths as a consequence. The Platform creates awareness among the public regarding the harmful effects of tobacco consumption in any form and campaigns for the Government to make cigarettes and other tobacco products prohibitively costly by raising taxes.

He is the Chairman of Bangladesh National Forum for the Elderly, which works for improving the living conditions of the elderly across the country. He is also the Adviser of the Ageing Support Forum, which seeks to ensure quality life of the elderly people supported.

Dr Ahmad is the Chairman of the Right to Food Bangladesh, which is working towards and campaigning for ensuring food and nutrition security for the downtrodden, many of whom at times or frequently suffer from lack of access to adequate food/nutritious food. This is in line with the Government policy of including everybody in the nation’s journey along sustainable development pathway.

Dr Ahmad is also the Chairman of Q K Ahmad Foundation, recently set up by his son Dr Qazi Rushdy Ahmad. The Foundation’s purposes include pursuit of social work, particularly to assist the disadvantaged children to secure a humanly dignified future. It also seeks to imbibe children with ethical values and altruistic purposes for them to grow up as good members of society.

He provided the leadership in setting up the multidisciplinary independent research organization Bangladesh Unnayan Parishad (BUP) in 1980. He was its first Chairman and also held the position from 1989 to 2009. The BUP has excelled in research and dialogue on socio-economic issues, water, environment and climate change. Many of its research outputs have been acclaimed nationally as well as internationally. It has also played a pioneering role in promoting public opinion research in Bangladesh. It continues to play an important role in terms of research, publications and dialogues.

He was the elected President of Bangladesh Economic Association (BEA) for three consecutive terms from 2002-2010. In 2010, he played the central role in setting up Dhaka School of Economics (DScE) as a constituent institution of the University of Dhaka (i.e. degrees are awarded by the University of Dhaka). As Chairman and Honorary Director of the DScE, he is making a significant contribution to helping develop much needed expertise in this important field.

As co-chair of the 2010 National Education Policy (NEP) Formulation committee, Dr Ahmad played the key role in formulating the NEP 2010, which has been acclaimed widely in the country, across political persuasions. Besides research and writings and participation in policy-making on education, he has been a practitioner in promoting education and have, among other activities, set up Panchgaon High School in 1985 (currently, there are over 1,300 students, 65% girls) and Moulana Mufazzal Hossain Mohila Degree College in 1994 (currently there are over 650 students) in Rajnagar upazila of Moulvibazar district.

He has been a member of the Syndicate of Bangladesh University of Engineering & Technology (BUET) and Shahjalal University of Science and Technology. He has also participated in the governance of the University of Dhaka and Jahangirnagar University as a member of Senate and of Academic Council, respectively. Also, he is currently a member of the Senate of the University of Dhaka.

He has served or is serving as the chairman or a member of various commissions/committees set up by the Government of Bangladesh at various times. Also, he has played/playing a key role in managing various associations and societies in Bangladesh.

He was a Member of the UNFCCC Clean Development Mechanism (CDM) Executive Board (2009-2014); and was a Coordinating Lead Author of the Intergovernmental Panel on Climate Change (IPCC)-Third Assessment (completed in 2001) and a Lead Author for IPCC Fourth Assessment (2004-2007).

He has played a key role in preparing the Bangladesh Climate Change Strategy and Action Plan (BCCSAP), 2009. He has also been the Convener of the Drafting Committee for the Country Report of Bangladesh “Rio+ 20: National Report on Sustainable Development” for the Rio+20 United Nations Conference on Sustainable Development, held in Rio de Janeiro, Brazil, June 2012.

He was Regional Chair of Imagine a New SouthAsia (INSA), a people-centred process of South Asia regional cooperation and development, 2007-2010. Internationally, he has held two prestigious elected positions: President of the then Kuala Lumpur-based Association of Development Research and Training Institutes of Asia and the Pacific (ADIPA, now renamed APISA), 1979-83; and Vice President of the Rome-based Society for International Development (SID), 1988-91.

He has led food and crop assessment missions on behalf of the United Nations Food and Agriculture Organization (FAO) and World Food Programme (WFP) to many low-income food-deficit Asian and African countries to assess their emergency food and economic needs at times of crises caused by natural disasters and/or civil strife.

Dr. Ahmad has to his credit a wide range of research works and publications (including authored/co-authored/edited/co-edited 45 books and over 250 articles/research reports and papers), at home and abroad, including on policy planning, rural development, poverty alleviation, human development, technology, employment, gender issues, regional cooperation, water resources, environment, and climate change.

He edits the biannual international journal Asia Pacific Journal on Environment and Development, published jointly by Bangladesh Unnayan Parishad (BUP) and Dhaka School of Economics (DScE) and is a member of the editorial board of Asia-Pacific Journal on Rural Development, Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), Dhaka; and also of Journal of International Education and Business, The Centre for Research in International Education, Auckland, New Zealand. He is also the chairman of the editorial board of the BUP quarterly (in Bengali) Unnayan Bitarka, regularly published since 1981.

Independence Award 2019, the highest Bangladesh National Civilian Award, presented by the Government of Bangladesh.
Awarded Ekushey Padak 2009, one of the highest Bangladesh National Civilian Awards, presented by the Government of Bangladesh.
National Environment Award 2019, presented by the Government of Bangladesh.
Is a member (as both lead and coordinating lead author) of the team that contributed to the award of Nobel Peace Prize to the Intergovernmental Panel on Climate Change (IPCC) in 2007.
